• Inbound merchant development: expanding merchant acceptance for holders of mainland-China-issued UnionPay cards (Chinese tourists visiting Japan). It focuses on department stores, consumer-electronics retailers, tourist sites, hotels, and drugstores.
• Domestic issuer partnerships: granting UnionPay-brand card licenses to some domestic issuers (issuance scale is limited).
